Our company vision is based on two primary concepts.

Mission
We accomplish our vision through services provided to our clients, using our knowledge and experience from many decades of working in the industry.
These services include:
- Inspect traffic control closures and report our findings to our clients.
- Advocate for improved level of competency for workers in our industry.
- Provide relevant and informative training that goes beyond existing courses.
- Promote and teach the concept of “Positive Guidance” throughout the industry.
- Provide expert witness testimony to help protect against litigation.
Who We Are
Our team has the most experience in the industry. We have been instrumental in the development of OTM Book 7 and its subsequent reviews. Our team has worked across all levels of the traffic control industry, offering a unique perspective that no one else can provide.
Our clients are roadway owners and contractors who prioritise the quality of work on their roads and work sites. They are also committed to being hyper-diligent in protecting themselves from litigation due to negligence.
Why We Do This
We genuinely care about traffic control; it has been part of our lives for more than 30 years and it matters to us. The industry has seen a decline in the quality of traffic control in the past few years and we hope to be part of the road to change.
The increased risk to road users and contractors grows each year and our company provides services intended to help protect these parties from exposure to the risk of negligence by others.
Our Services
- Inspections of temporary traffic control measures set up by private contractors, municipal crews, and any other road users.
- Post Incident site inspections where traffic control may have been a factor.
- Reporting on traffic control measures set up based on compliance with OTM Book 7, HTA, OHSA, general best practices, and other relevant regulations.
- Reporting on effectiveness of traffic control measures for traffic flow and driver compliance.
- Reporting any liability concerns to reduce exposure to potential risk of future costs.
- Make suggestions for any improvements to be put in place to meet all the above concerns, if any.
- Review temporary installations with special focus on pedestrians, cyclists, and people with disabilities needs and movement.
- Provide expert witness testimony in cases where temporary traffic control was part of the concern on file or has potential to impact the case.
- Advise clients on future ways to improve overall performance of their traffic control installations.
- Provide traffic management training, and other related industry training for workers and others who need it to meet their OHSA requirements.
How We Do It
Our approach goes beyond the obvious concerns and issues. Our deep understanding of the small details of proper traffic control allows us to anticipate problems before they arise. We offer unique strategies for enhancing quality and compliance on each project site. While technology is a useful tool, physical site inspections remain the best way to fully understand site conditions and improve quality management.

PETER WEHMEYER, PRESIDENT
Industry Leader with Over 30 Years of Expertise in Traffic Control and Safety
Peter has been involved with the traffic control industry since 1991. He began as a labourer, then progressed to supervisor and manager, overseeing multiple large capital projects and managing relationships with the largest contractors in Ontario.
In 2010, Peter founded Direct Traffic Management with a focus on providing a higher level of customer service and safety to clients. Direct Traffic quickly became the largest traffic services company in Ontario and built an excellent reputation for safety, quality, and integrity in the industry.
Peter has been actively involved for over 20 years in industry committees focused on safety and traffic management. He has also served as a consultant for both of the last two reviews of the Ontario Traffic Manual (OTM) Book 7 – Temporary Conditions.
In 2024, Peter created Cobblestone Safety Consultants to continue his focus on industry quality and integrity, as well as liability protection for roadway owners and contractors.

JOE RICHARDS, SENIOR CONSULTANT
Driving Excellence in Traffic Control, Training, and Safety Standards
Joe has been a dedicated leader in the traffic control industry since 1990, building extensive expertise across operations, safety, and training. He began his career as a supervisor, overseeing planning and execution on the road, before advancing into senior leadership roles managing large-scale traffic operations, training programs, and regulatory compliance.
As Vice-President of Operations at multiple industry-leading firms, Joe played a key role in the manufacturing, sales, and rental of traffic control devices, as well as the development of traffic management plans. His work at Powell Contracting further expanded his expertise in barrier installations, sign placements, and ensuring site safety compliance.
From 2011 to 2021, Joe served as Vice-President of Operations at Direct Traffic Management, where he led multi-yard road operations, contract negotiations, and customer relations. During this time, he also developed and delivered traffic control training, reinforcing industry best practices and compliance. His expertise in regulatory standards led to his role as a key member of the Stakeholder Advisory Committee for the Ontario Traffic Manual (OTM) Book 7 Review (2018-2022).
Most recently, Joe held leadership positions at Ramudden Services, where he oversaw the Professional Services Division, provided strategic advisory services, and delivered over 120 training sessions through the Ontario Traffic Council. In 2023, he was elected President of the Ontario Traffic Control Contractors Association, playing a pivotal role in contract negotiations, industry advocacy, and guiding regulatory discussions.
In 2024, Joe joined Cobblestone Safety Consultants as a Senior Consultant, continuing his commitment to industry excellence. His focus includes developing and delivering traffic control training programs, providing expert consultation, and conducting site inspections to enhance roadway safety for owners and contractors across Ontario.
